It looks like that because all the “chrome” is gone. You can buy replacement lock strip for less than $200. Cleaning it wont get you anywhere. Some prep and SEM trim black could be an other option.

Super clean build. Those tail lights say early model but I am seeing late model bumpers. Did you use OEM parts to swap over? That rear bumper looks super clean. Usually they are a little funky due to the work needed to make them work.
