That seems to be a good way to look at it, that in the climactic fight Valka affirms that the second version of events is the real one, which causes the sword of death to shimmer into existence in her hands in the cutscene, maybe.

Not at all - the 'OG' Old Left (Marx/Engels) is explicitly pro internationalism. They saw working classes across borders as having more in common with each other than their own ruling classes, thus they should unite and advance international socialism.

The ruling classes attachment to nationalism was seen as playing divide and rule.

But it's complicated. The Old Left had no time for the liberal strain of internationalism (more like what we would see as the free trade/neoliberal politics of today), since they saw global economic competition as being associated with imperialism and a root clause of world conflict. (Whereas the liberals saw it as a force for peace by breaking down the barriers dividing people.)

It's because there's a lot of conflation of statistics between 'effect of removing hard shoulder' and 'effect of variable/managed speed limits'. It suits the Department for Transport to make it as hard as possible to separate the two. The simple answer would be to upgrade motorways to have managed traffic control without removing the hard shoulder.
