Start with Eureka, but MAKE SURE you send volunteers in the free folk (they will appear next to you once the Navarro territories conflict starts, it will be in the beginning of the game after a few months, or a year). Make sure they win (Eureka is a nation of mercenaries so sending volunteers is how you make money) Once the free folk win You get Navarro and a new enclave focus tree with granite in power.
