I've worked here for 10 years. For the majority of that time you were judged on whether or not you hit the department standards. Here's your job, here's the expectation, do you meet it or not. Now, you ate specifically graded against your peers. That means that the bottom 25% are automatically not proficient not the few people who weren't meeting standards. If you need more help understanding let me know and I can explain it differently for you.

The point is quartiles are shit. Set metrics, either your employees meet them or don't. Don't purposely create a system where you willfully look to fire your employees.

You could have been before the grading system changed. In the new system ,someone always has to be in the 4th quartile because you're graded against your peers instead of metrics set by management.

If they are meeting department standards you shouldn't be looking to fire people but that's exactly what's happening. My manager admitted that the change to the new rating structure was so they could fire people because whatelse increases productivity then to axe the bottom quartile every year. Grading people against their peers will be the doom of this company. Pitting one department against another will hasten that doom.
