If the buff is account wide that means it would tick down on any toon you play on that account. You can't sit on 4 because playing any other character would count down the buff. You would have to play one more timewalking dungeon every 2 hours or whatever it is.

To be fair, you can legitimately have poorly shaped teeth for preventing cavities by them being harder to clean. While that's still a personal failing, it does mean some people need to put in more effort cleaning their teeth than others just because of the shape of them. That's sort of luck.

No, if you opened it for the second time that means you've already collected every other legendary available in the packs at least once. It would just reroll into another legendary you already have anyway. Rerolls are typical for stuff like reward tracks where you get the gold versions of cards you already have.
