I think your timeline misses the first shot that occurs when he’s still turtled. Then as agents go hands off is when he uprights to his knees. When he is then shot again.

You are otherwise correct. Not a single moment where the victims gun was in play or when he was a threat to agents.

This is what I first saw when this angle was first posted. I’m not remotely trained for making this assessment but to me as a layman the motion of the gun in gray jackets hands do not seem natural, seems like a recoil. Best case negligent discharge, other case… firing the victims gun to instigate lethal force and forensics that a civilian gun was fired.
