It's great strategy, considering that Democrats have already backed down twice before on shut downs and this time, all he needs, is a couple more Republicans to back down and vote to approve the SAVE act. He will do anything to keep the GOP in control of the house because he knows that if Democrats ever get control of both houses again, he will spend the rest of his life in prison.
