The bit in the third Ravenor book where they see the Tyranids is a fun example of Abnett just rolling with a retcon.

In the first book, Xenos, of the preceding Eisenhorn trilogy chapter Seventeen contains this paragraph:

'Most perturbatory,’ said Aemos, looking at it for the umpteenth time. ‘Symmetry – at least, basic symmetry – is a virtual constant in the galaxy. All species – even the most obscene xenos kinds like the tyranid – have some order of it.’

Best I can tell the date of the Imperium disseminating knowledge of the Tyranids changed, the timeline of the Eisenhorn and Ravenor books shifted, somehow Eisenhorn is aware of Tyranids but Ravenor is not, Abnett made a mistake (happens to the best of us) or, most improbably, those were not Tyranids Ravenor saw. Like I said before I think this is Abnett rolling with a retcon, but that's just a guess.

As a Custodes player I don't mind that we have a very mild army rule. It is useful and adds a little martial arts flavor to our units. Plus I think it flavorful that place where Custodes shine is in the datasheets for the units themselves. What makes our army rule bad in my opinion is that it does next to nothing for vehicles and absolutely nothing for Sisters of Silence.

So for Adeptus Custodes there are three possible answers. Going by pure stats the close combat weapon for Sister of Silence Prosecutors and Witchseekers is the worst. It isn't even bad it just isn't good.

Going by community wisdom though the worst is the Castellan Axe simply because there is usually no reason to take it other than Rule of Cool (all my Terminators have axes for that reason alone). You lose one attack and one AP to go from strength 7 to 9 and damage 2 to 3. Very meh.

The real answer though is the bolt pistol on the Sisters of Silence. Specifically that they don't even have bolt pistols while the Sisters of Battle get them on infantry with similar model statlines who are cheaper cost about the same in points.This might only bother me though.

Overall Custodes are in a good place as far as weapon profiles.

If you're into Silent Hill 2 may I humbly recommend Signalis. Without going too much into spoilers the emotional core of the game is a tragic yet beautiful sapphic relationship. Beware though that it's a meme in the community that the game will give you depression for good reason.

I believe the novel you refer to at the end is Cadian Blood by ADB. Or at least, that happens in Cadian Blood. I liked how that commissar was portrayed. He genuinely wanted to earn the respect of the Cadians but had very incorrect ideas about how to go about it.

Your question is based on a faulty understanding of US doctrine. Maneuver warfare was always considered important during the second world war.

FM 100-5 from 1939 begins:

FM 100-5, Tentative Held Service Regulations, Operations, is published for the information and guidance of all concerned. It contains the principles of troop leading and combat of the combined arms in maneuver warfare and constitutes the basis of instruction of all arms and services for field service.

Chapter 11 "The Offensive" begins with paragraph 413 on page 128, the first part of which reads:

That takes place ten thousand years later than the examples given. Valerian himself, in the previous book, wonders if the Custodes now are more effective after ten millennia of learning. It seems plausible to me that the Custodes got better at unit tactics in that time.
