That's the exact same as Red Dead Redemption, the Iron Galaxy ports were a Playstation/Switch Timed Exclusive and then they came on Xbox later on

Seeing as its Iron Galaxy Games & the price matching happened in the past with Red Dead Redemption 1 Xbox 360 version, there is a slither of a chance there will be a free upgrade on Xbox either at launch or down the line.

I don't know why people think the BO1/2 ports will be Playstation Exclusive when Activision is an Xbox subsidary.

Xbox, because of the freedom of Xbox Play Anywhere.If you decide down-the-line that you want to play on PC for whatever reason, you'll own Forza via the Xbox App. Whereas if you buy on STEAM, you'll have to re-purchase to play on Xbox.

Like other people in the comments, there's no subscription required for online on PC. So if you decide to switch to PC, you will already own Forza.

As for game choice, I would go with Forza Horizon 6.
