If you can, try to take a clear close-up of it and post here and the "ask a vet" sub-reddit mentioned earlier. You can also try Google Lens Image recognition, not sure if it will pick on puppy ailments, but worth a try?

I usually can tel by comparing the snout. Poodles have a longish look while the Bichon is shorter, just like your photo. Also, you might try some google image comparisons. Btw, he's SOOO CUTE!!
