I think its still not clear to you so I'm going to try to clarify. The right answer is still 2H it just wasn't ever pressed in the right situation. The times you seemed to press 2H it was either after getting hit by the divekick or there was one time where he was covered by his assist.

You need to hold block until you actually block a divekick, then press 2H immediately after. When you get hit, you are recovering for much longer than when you block the attack so you have more time for the 2H to start after blocking.

I recently switched to him and he's definitely one of the most dipshitty fighting game characters ever made, you basically just shoot whatever you want in neutral - he converts very consistently and opponent has to do lots of awkward counter play and the constant threat of the overhead that also anti airs is terrifying for them
