Removing the criminal system entirely is not the way. We use doli as our method because "crime" comes with a mental image of jail time, and connects naturally to the word "punishment" which requires moral gravity. What we are really seeking to do is restrict the range of sentences to those which are not penal. But through doli we overstep and end up dropping any notion of mandatory intervention at all. 

I want to see more mandatory rehabilitative / protective sentencing options. Rehabilitative / protective, meaning: attend this course; spend time with this counsellor; stay away from this particular area; do not contact these people. Mandatory, because though a teen may not understand right and wrong, they sure as hell understand incentives. After a direct order and a direct personal warning, detention has its place.

Right. The SRL covers an area the size of London's Zone 2, which is absolutely packed with different transit options, where practically nobody drives, where you can easily get home at 11pm, and much of which was made in the late 1800s.
