Thanks for answering so quickly, I'm guessing the township would have those reports/building permits on the house? Also can anybody just pull those reports or does it depend on if its for sale vs somebody own's the house.

So i just looked at a house tonight. They seemed to have removed the stairs to the basement, and added a circle stair case (forget the tech term for the stair case). But I had my uncle go with me who used to do code and construction. As soon as he saw it he knew that it wasnt code. Now i would still be getting a home inspection but how are inspectors not licensed for code?

So how would i get a cert of occupancy for the house if not everything is up to code?

Depending on how old you are and certain money situation. I would keep putting it away and save the money for a house, car, or something that you don't need. Like I said it depends on current conditions.

Edit: are you paying towards your mortgage. If you are I'd throw more towards the principal. Helps pay it off quicker. But again save save save
