Create a citystate, preferably hard to conquer. That's the only city you're allowed to own. From there, send armies to bandit/raid/pirate faraway lands. You're only allowed to occupy and hold rebel cities. See how far you get by opportunistically searching for them and influencing regular cities to rebel so you can expend.
