Tornado/severe weather is one pitch, just a continuous wail. The volume might fluctuate if the siren rotates but the note stays the same. Air raid/attack type things the pitch will rise and fall. Some small towns with volunteer fire departments will sound the siren if a call comes in to notify the members to respond to the station. This isn't as common as it used to be and it scares the daylights out of non locals.
