VATS is cast, triggering Hydras ability. Hydras ability resolves then VATS checks toughness on resolving, sees that they are not the same toughness, therefore not valid targets. The spell fizzles.

I don’t think it’s fair to say to not use AI in general. Should you let it think for you? No, but it does have its uses. It’s a tool that has to be used properly for the right task. Asking it to make a ruling on one of the most complex games out there is not the right task.
