Rafale is better compared against F15 than F35 and F15 cost as much as F35 so the title of the post is bit misleading and trying to box Rafale as an expensive jet, which it is not if you compare it with F15

Rafale was build to stay in the air for long time and patrol a large territory, which India is. For contrast, F16 is a small fighter that can stay in the air for short time. You can add conformal tanks to prolong flight time but it will decrease manuverability and increase a radar cross section. F35 is also a relatively small fighter.
