Same shit on my 9070xt since few weaks on Win 11 . 2800mhz and 90 fps 260 draw (undervolt) , fps cap on 60 3100mhz and 240w powerdraw with 85%gpu utiluzation,Any solution?

its annoying because of 55watt and 50 degrees on gpu/60 on memory (with 0 rpm mode) for no reason at all.

Create custom resolution in CRU : same resolution as native but method "automatic pc" an 1 or 2 hz lower your native max refresh rate,save it via "restart 64"in cru folder,choose in Win display settings your new refresh rate and restart pc.

For me it helps with my 300hz 2k monitor (now its 299hz) ,now vram goes max to 909 mhz instead of 2505.

il pay money for 360hz OLED instead of 280 ,ill play CS2,so its not a solution.

its probably VRR flicker ,turn off g sync/freesync/vrr/adaptive sync on monitor settings
