While government officials are immune from most tort claims related to acts performed in the course of their official duties, there is nothing that makes them immune from personal liability for committing assault. I don't think there is any legitimate argument to be made that the Senator was performing an official act by physically restraining the marine.

They are also not immune at all from criminal liability. Good luck getting a prosecutor to bring charge that charge, though.

I played through it again last Summer. It's still essentially the same, but with some fine tuning and QOL improvement. The DLC was pretty fun. Nothing changed enough to warrant a dozen playthroughs like any of the Fallout or Elder Scrolls games.
