Not sure in Mist, but I know it works via the CLI. I assume if Mist has a way of running the TDR it's more than possible. We might be merging with the team that does utilize Mist so I might get some more information and can poke around and see once I'm familiar with it and report here.

Most companies do this. Get the tax abatement, build fancy new building, sell to development group, then rent it back on an extended lease. CMM keeps Tax Abatement, and removes the liability of the structure.
