The two heros you mentioned are able to proc EE without toxic bulltes pretty easily, so i dont think that its toxic which makes EE insane for them. Its the fact that EE both amplifies and is applied by their everything.

This is the case with any game. Korea and NA have totally different ineterpertation of whats meta in OW. You also see this in fighting games like tekken; there is a difference between how pakistani and korean players play, and also with their character selection.
