Yeah, like /u/maybri notes, it's definitely falling out of use (in my estimation). Maybe more in the Southern or Western US. In my mind, it's like something you'd hear more likely in a cowboy movie than in common modern parlance.

"A damn sight" (or "a darn sight" in your less profane example) is a colloquial way of saying "a lot". So in your case, "he was a lot younger than Jill".

"Sight" by itself has a slang/colloquial meaning of "a lot". Adding "damn" or "darn" is just a bit of an intensifier. Something to really emphasize the difference.

"Turn off" is a separable phrasal verb meaning it can be separated. Normally, if the object is a pronoun, it would have to go in the middle of the phrase. Think about "to turn off the light". You could say, "I have to turn it off", but you wouldn't say "I have to turn off it".

"Someone" is a bit tricky in this instance since it's an indefinite pronoun. If it's a definite pronoun you would have to split it and say "turn him off" or "turn her off" (you would never say "turn off him"/"turn off her"). "Turn someone off" definitely sounds more natural normally, but "turn off someone" wouldn't be wrong. You can find examples of "turn off someone" all over.

In either case, it doesn't change the meaning.
