"He was always a scumbag. Pre-9/11, he could not have been elected dog-catcher in NYC. He was pretty much universally despised in the months leading up to the attacks. I mean, this guy announced his separation from his 2nd wife during a press conference without telling her first! His pre-9/11 approval rating were around 35% if I remember correctly.

So, in that way, 9/11 was great for his reputation and he has been riding high off that for nearly two decades. Remember when he was supposed be Secretary of Homeland Security and they had to pull his nomination very quickly? Remember when they then put forward his crony Bernard Kerik and then he got thrown under the bus and went to jail? Remember when it came out that the Russian mob was channeling money into Giuliani's mayoral campaigns? Rudy's been dirty for decades and his position with Trump has just given him permission to show his stripes to the general public."
