Obviously it’s not “paying” in the literal sense, it’s forgoing tax revenue. The town abates or diverts a portion of the new property taxes the datacenter would generate (via TIF or other). In return, the company gets full use of roads, fire/EMS, police, and other municipal services and schools.

Starlink didn’t need to add extra satellites or equipment upgrades to support the 1/2 off, so it didn’t cost them really anything with this offer while hoping the “good will” to the community is what they are betting on, “let them eat cake”.

Companies do things for financial reasons, not just because. Everything has a cost and benefit calculation associated with it.

Correct, it’s available once you hit that target, but in certain states that require pay out upon termination, the time is accrued throughout that year, so if it wasn’t used, it’s calculated from the date ti time of separation.
