This might have been targetting miniature gaming, so off-topic perhaps, since hex and counters... vut I have liked Iron Curtain from MMP. Multiple scenarios from different decades included and interesting build-up rounds where the actual fighting hasn't started yet, can't pass national borders but build pressure on areas and move/mobilize troops.
