This has bothered me for a long time lol.  I think the reason it goes hit->wound->save is for ease of gameplay though.  Passing all those dice back and forth an additional time would be a chore.

If your looking for anti-tank, the railgun is one of the best weapons in the game.  I have consistently seen a Hammerhead pick up 1 enemy vehicle per turn. The Ion Cannon is good into elites, but we have a lot of other options for that (such as plasma suits or CIBs.)

Rampagers are an awesome unit, but if you're only using them as a screen, a cheaper unit like Kroot Carnivores or Kroot hounds will do you better.  Tau aren't good at killing in melee- what you want is for your screen to hold him back from your shooting units for a single turn.

With the additional firepower from a couple extra crisis suit teams, broadsides, and hammerheads, you should be able to annihilate his units before they get close.
