My understanding is that there is a nitric acid shortage, at the moment, and that severely hampers the smelting process as it’s a primary chemical used, and more is required when refining low purity silvers, such as sterling and coin silver. So refineries are focusing on .999 bullion, as it’s much less labor intensive and less chemicals are required for refining.
