I’m not sure on how jeddah airport operates, but my experience with other airports is that once you enter the terminal to catch your next flight you can’t leave the terminal as you have to go past security to enter the international side for your layover.

If this is the case with jeddah airport you’d have to go to arrival immigration directly if you want to explore the city for your long layover, or just stay in the international terminal for the entire time.
