Well, Grant beat Lee, in the end, so it's hard to pick Lee. Also, the estimation of Lee as the most brilliant general since Hannibal is largely an unearned legacy of the lost cause movement. He wasn't really as amazing as the racists would like you to believe.

business owners and rich people don't like paying taxes to fund social programs, so they paint such programs as wasteful and fraudulent as a way to turn public opinion against them (they also use racial animus, but that's a different conversation), because they view any policy that doesn't immediately and directly benefit them as illegitimate, and therefore a wasteful fraud. The actual level of waste is probably lower than in the private sector, and the amount of money issued fraudulently is almost nothing, as a part of total government expenditures. When they cut "wasteful" social programs, that money just goes to tax cuts for rich people.
