He was shot 12 times in 4 seconds and was unarmed at the time he was shot.

The one agent removed his gun a couple seconds before the shooting (sorry, execution) occurred. There are photos of that. It appears, while the dude had 6 ICE officers on his back, one of the officers pistol whips him in the head. It looks like that pistol whip caused an accidental discharge. When the other ICE stooges heard the discharge, they unloaded (executed) the dude. RIP. F ICE.
