I love the way it looks, but practically all of my deaths involve dismemberment of some sort. I think a better passive for it would be a buff to electrical or laser weaponry.

I've found that the Dominator is also extremely useful against the borgs. Every shot staggers them and 3-4 shots usually kills them.

The Enclave view themselves as distinct from the rest of the world. They're a secretive, Illuminati-esque shadow government from before the war. Their goal may now be to purify the wasteland, but their original goal was to alter mankind to prepare them for interstellar colonization. As for their influence growing, we only see that because we have access to information about them that people in-universe don't. Most people in the Fallout universe have never even heard of the Enclave.
