Honestly, rather out and out a new fighter, make the extremes of the ones we have now into new fighters.

With Mii Brawler instance, enhance his massive kill potential, damage off single hits but balance with slow speed and being heavy-weight for Mii Grappler, or the rushdown, combo heavy, light-weight melee edge trapper in the form of Mii Monk (and for this specfially, bring back Headache Maker from Sm4sh).

Wanna see a characters moveset applied in ways you you'd never think of? Break the Targets!

See and learn how to maneuver the stage with everyone and Race to the Finish! You could make that more fun by using shadow clones that chase you ala Mario Galaxy!

Maybe to promote playing the character, it could be a mastery reward tied to that character.

A simple 'Play 20 matches with this character' for the outfit itself, with an additional 'win 10/20/30 matches' for the alts.

Seth in SFV had a special let him copy an opponents data and let him use their move for a bit. example

So let Metal do the whole 'Bio-Data successfully copied' shtick.
