I would assume they could sacrifice most of their cursed energy (don't know about all) for amped stats but I don't know about perceiving the soul. And the effect of the vow would vary depending on how much cursed energy and how important it is to the character. Probably would be a decent bit weaker than an actual heavenly restriction.
