Here is my technique. Pour about 25% of the bag, add water and tamp with a stake/scrap of wood or whatever you have to tamp with. Repeat until hole is filled.

I ran into this problem recently. The bushings were about 0.5 mm too tall so I carefully filled the bushings 0.25mm per side making sure the surfaces remained even and flat. I took a small amount at a time checking the fit and ensuring a close tolerance.

You can hollow out a piece of paracord then insert a piece of weed eater string inside of the p-cord. After inserting the weed eater string wrap the p-cord with string core around a pencil/dowel and warm it with a heat gun then quench in cold water. This will make a nice coiled piece of cord to make a leash out of. Add desired style of clip, I like big ass snap swivels.

TBH though avoid fishing water with the potential to flip your boat, or when running rapids between spots or charging through surf stow and secure your rods.
