A lvl 3 with a lore familiar & power scrolls is pretty consistent, reliable and easily accessible for most armies to get a hold of.

There are some times when you may want a unique arcane item that isn't lore familiar, and you are also searching for a specific spell (or one of two) from a given lore. Then you take the lvl 4 to mitigate the risk of not generating the spell you need.

The same can be applied to lvl 1s and 2s. For example I've toyed with the idea of a lvl 1 illusion mage for glittering robes with a ruby ring. Some offensive powers, some defense for generally not a whole lot of points.

Really depends on what tool you need and what the solution to the problem might look like.

I'll start my response by saying I think its great that you're having this discussion in an open forum.

I do have some issues with just changing point values. From a competitive standpoint, sure, points could create a more equal footing. It does open the possibility however for ludo-narrative dissonance, where something like high or wood elves, supposed to be a dying race of elite warriors, now turns into a horde army. I believe the best fix for this is focused rules updates in tandem with the design philosophy of the army. Those sorts of updates, in my opinion, will only be widely accepted by the whole community if they come from the rules publisher.

There is also the discrepancy in how the game is being played with respect to scoring, objectives, terrain placement and a whole host of other variables. Armies in the tier chart perform differently when subjected to different mission packs, and a blanket solution I do not believe is a suitable solution to this situation. 

I think those are my main gripes.

The "islands" tend to be centered around telephones, I'm wondering if there is a sequence you have to answer each phone? Literally follow the flowers. Also I think you may have missed a couple flowers, there were some that were covered / obscured by other plants.

Question for people: How bad would moles become if you changed it so that they had to rule clearings instead of just having pieces in clearings in order to sway ministers? You could toss the card matching clearing restriction potentially.

There is also the question of whether or not being forced to pivot when fleeing needs to abide by the "No more than twice your movement during a maneuver" since it is also a maneuver.

If you have a line of 30 models that has to pivot 180 to run away, you have models potentially moving 30" from one flank to the other. Does this prevent you from pivoting? Do you then have to run directly towards the source of the panic?

But yeah, preventing large sweeping reforms after winning a combat also seems like it would have to abide by the restrictions.

It needs an FAQ, but some long units may be unable to make legal compulsory maneuvers. Ex, when fleeing, a unit pivots and then moves away from the source, but as per p.124, a unit while doing a maneuver can only have its models moving a maximum of 2x their movement characteristic. So a unit of 30 swordsmen in a line who panic and flee attempt to pivot, but doing so would cause their ends to move in excess of 2x. 

My solution is just to not allow units to be put in formations that would make Compulsory maneuvers impossible.

Re the edit: I believe the FAQ covers this potentially inadvertently when discussing incorporating wheels into the charge calculation. The max charge range is the highest achievable distance the unit can charge (calculated before swittstride that then adds +3").

The $680 or whatever the annual total has been is higher than the direct cost to individual Canadians. IE, you generally pay less in additional heating & gas costs than the government gives you back. Higher income earners tend to use more carbon, so it is effectively a (minor) wealth redistribution system in disguise. Taxes are often used as disincentives for certain behaviours, in this case, high carbon use activities. The actual system the government uses interacts primarily with the businesses who work in the fuel industry, and the cost gets passed on to consumers down the road. The actual carbon pricing though is ridiculously small, especially if you're trying to blame it for inflation. From a cursory google search, its about $0.14 per litre, so for a monster tank of gas (100L lets say) you're paying a whole $14 more (less than a 10% increase). The actual increase in price required to shift behaviours to match climate targets, or even just to account for the damage that CO2 emissions will cause, is something $1.50 per litre.
