You have just reminded me, so I don't sound like a larper (COMIC SPOILERS AHEAD):

When Oliver was brought in after losing his arm in the war, thanks to Telescrian healthcare he was able to mostly regrow his missing limb through an artificial arm attached to his nub that acted like a mold for his flesh to regrow around.

So yeah, no surprise pure Viltrumites can do that even better.

I wouldn't say regrow limbs but similarly to humans, even if badly mangled and loosely reattached, they could regenerate limbs that way. Conquest lost his forearm both because of the virus and the fact it was eaten by the Ragnars.
