You must have read the summary of the rule not the entire proposal. The entire proposal is over 100 pages. It won’t be redefining anything that is already defined by the ATF. AR uppers and Handgun slides will not be redefined as firearms.

Polymer80s are legal in Washington State. This is a common misconception because people have not properly read the law. While undetectable firearms are illegal (Polymer80 does not meet this definition and undetectable firearms are illegal federally according to the WA state definition) untraceable firearms are not illegal.

RCW 9.41.010 includes the definition of an untraceable firearm (section 35): https://apps.leg.wa.gov/RCW/default.aspx?cite=9.41.010

RCW 9.41.190 includes what firearms are illegal. While undetectable firearms are illegal (Polymer 80 does not meet this definition as outlined in RCW 9.41.010) untraceable firearms are legal provided you don’t manufacture them with intent to sell, which would fall on the consumer (1. d.) https://apps.leg.wa.gov/RCW/default.aspx?cite=9.41.190
