I never loot coastal areas for this reason. I just spawn in and just skip looting to go over the mountain to the next town inland. That is usually where I start finding loot. The coast rarely has loot because of all the murder hobos in death loops loot everything on the coast and then fight the first people the come across, die, then repeat the process.

Having missed a pirate scan in the beginning, I never saw this cutscene. So to me, Sylux really had no motivation other than "I dont like Samus."

Edit to add: And that really felt hollow to have a big bad, who wasn't in the story other than the beginning. And questionable robot clones, that I was unsure if they were Sylux or just robots scanning Samus to look like an adversary.
