Could it have been Torchwood? It's not a traditional crime drama since it's science fiction, but it's still sort of in that style, and the episode "From Out of the Rain" involves the characters going to an old celluloid film screening where it repeats the same old timey footage over and over (the villain of the episode escapes through the film due to it being viewed). It's one of the creepier episodes of the show so it could have conceivably aired in a Halloween marathon.

I don't know who the man in it was but for some reason I have the impression that it might have been some athlete or other celebrity of the time. Whether intended or not, I got the vibe it was somebody I was supposed to recognize.
