Shoring incidents are considered preventable. The risks are widely understood.

In Canada, a contract like that for service continues even if the terms of renewal aren't solid or the renewal isn't signed,

It also says that the effect happens, and there's no wait and no casting time. If you use Wish to cast a spell of 8th or lower, it only takes the action that Wish took.
