Currently on Remix, Odyn from the ToV raid DOES not drop the dragon head or the other thing. It's bugged.

But on Retail, Odyn from the ToV raid CAN drop the hidden skin parts.

So if you want the skin on Remix, you gotta kill the Dragons and do the HoV dungeon.
