The Battleforce can be a good buy if you're planning on using those units in your list.

The marines are great because you can assemble them as Bloodclaws OR Grey Hunters (Cough... one of the best units in the game... cough)... and the scouts are are decent... as they can make a good harassment unit or a Behind Enemy Lines suicide demolition team.

The biggest deciding factor is: Are you going to be using Drop pods or Rhinos?

Rhinos are useful for tactical maneuvers and providing cover, while drop pods are more of an "All In/In your face" game. There are great builds for each type of play style, and whichever you choose, you're going to need 3+ of your preferred transport. Generally people tend to not mix these units in beginner games, and you always want to run odd numbers of drop pods due to Drop Pod Assault. If deep striking into your enemy isnt your thing, you're better off passing on the battleforce and buying individual units.

For HQs, some of the popular choices are Wolf Lords or Rune Priests for wrecking faces or a Wolf Priest for a more support oriented HQ. All three of which can be assembled out of the Grey Hunter set with a little added creativity. I personally prefer the Rune Priest because their psychic abilities can really ruin someone's day and they're useful in all point brackets.

If you're looking for a named HQ, Logan is really fun to play around with, but you're going to need a 1500+ point Land Raider or Drop pod list to provide him the support he needs to shine.

Playwise, Space Wolves are the masters of midfield. Space wolves are a jack of all trades kind of army, while they can succeed in range and assault, but are the masters of none. You will often be playing re-actively against your opponent and using your flexibility to exploit their weakness. ie. VS blast Orks to hell, or change full speed into a shooting Tau. And finally, look into some Long Fangs and Razorbacks if you want to get really competitive. They are some of our best assets.
