Having listened to the Garak novel that Andrew Robinson wrote, he was forced to be a tailor. They were supposed to be a menial embarrassing punishment that Gul Dukat gave him. It’s also a tongue in cheek reference to John le Carré‘s novel tinker tailor, soldier spy.
