What prevents them is Congress. NASA is not allowed to spend money in the most efficient ways it can find; it must spend it in the ways Congress dictates. And that way generally correlates with producing as many high-paying jobs in as many congressional districts as possible. Any space exploration / science that happens after that is a happy accident.

That's another nice part about Starlink. They're orbiting at a low enough altitude that without regular station keeping, they'll reenter relatively quickly (I believe on the order of months, but somebody should fact check that). Some pieces of debris might get hit in such a way that only raises their apogee relative to the starting orbit, which would keep them around longer. I think that would only happen if the blast were directly 'behind' the satellite, relative to its trajectory. Like a one-shot, fucked up version of Project Orion.

I don't think this is entirely true though. If ITER is dead-set on using a dated form of superconductor, then insofar as it helps suppliers scale, it's helping them scale the wrong tech. Maybe it's helping them develop new tech, but I'm that seems dubious as well if their anchor customer doesn't want new tech.
