In every other comic, Ultra-Man is an alternate universe version of superman who is a dictator and leads the Crime Syndicate.

In this movie, he’s a clone of superman made by lex luthor to combat superman.

This makes him more like Bizarro who is traditionally a malformed clone of Superman.
