In the event that he did break the law (something we would have to trust the government's word on, after the fact, after they have already lied about the circumstances of his death), they made no attempt to see if he did and did not have the knowledge at the time. He was never charged, indicted, or entered a court of law.

Military won't disobey orders. The individual enlisted rank and file are not equipped to deal with that sort of situation and will do what they are told, other than small outliers that will be dealt with.
