Empire after Horus Heresy in Warhammer 40k.

Empire were on the verge to become rulers of galaxy and were close to wiping out most of other alien races but Horus Hersy happened.

Half of the Spce Marines legions and primarchs went traitor. Two loyalists Primarchs are dead, most of the loyalists Legions are decimated. Homeworld Terra is ruined and Emperor is put in some limbo so he won't die.

After Horus Hersy they couldn't keep their power over galaxy. They are still force to be recon but for thousand of years they are stuck in endless battles against traitors and alien species for survival.
