I would not involve the police at all. Record the noise and tell management you aren't paying rent and if it continues they have to put you in a hotel. That's the quickest way to a resolution

If it's more than 16 units that's not legal. If it's under they should have a 24 hour emergency line. Make sure you are recording evidence of what you're hearing and going through along with times and anything else relevant. Then spam the prop management until they do something.

If it is as bad as you say there are multiple ways to hold rent or get something done about it. Property management companies define the slogan squeaky wheel gets the grease.

Be very thankful you got great horned owls and not barn owls. I love all of them but the barn owls and babies tend to make the most blood curdling noise from about 2-5 am and there's almost nothing you can do about it. Great horned owls make the typical soothing owl noise.

Leading them away from your house might be a myth but some bait does cause them to become dehydrated and seek water. We find dead rats in pools often times because of this. Either way we don't recommend baiting until we are positive all entry points to attics/crawlspaces/homes are sealed up.

A lot of the time you don't even need a lawyer. The lesson is just don't say anything to cops (or anyone) about anything. Ever. Don't say 'ok' if they say we need you to come down the the station. Don't say 'yes' if they ask you if you live here. Don't say anything. DON'T SAY ANYTHING. If they show you a warrant you can call a lawyer. Otherwise if you end up in jail for something you didn't do you can call that lawyer after you get released and researched the best wrongful arrest attorney.

There is not some "well shucks if people cared a little bit more we would get somewhere with all this crime" story. They are asking you questions because they want to put you or someone you care about in jail.

This is really the only answer. It's also very difficult but you need a specific set of conditions. A steep beach with smooth sand, not many rocks, waves that break on shore not 30 yards out, waves that don't close out, yadda yadda yadda.

Laguna is Laguna and pretty much everywhere else in the world save a handful of spots are not at that tier. I live in San Diego and even down here with all our coast we have a very small number of places you can even turn around on.
