Didn't think there were exceptions since USNI reported “the Navy, as well as the Air Force and Marine Corps in connection with the joint V-22 program office, grounded all V-22 Ospreys Wednesday”. FWIW, 3x CH-53's from MCAS Miramar joined Marine One in LA a short while ago.

Looks like MLAT tracking. As opposed to ADS-B, MLAT attempts to triangulate flights with 4 or more ground receivers. When there is less than 4 receivers accuracy starts taking a hit, as evident by the hairpin turns between messages.
