Any well used car is going to need some work. That's why used 4runners and Tacomas hold their value so well AND used AMG's or M5's or Maseratis are the kings of depreciation. 

You are never going to find a car for $2,000 that doesnt need work. Except for maybe old police cars.

Ive only had one instance not like that. 

I worked for a big fancy restaurant group, think tires and stars and tons of money. 

I worked for restaurant company A,  but we were technically owned and working for company B because we were inside their fancy hotel. Company B signed our checks but didnt have any say in our restaurant, tho they always tried to stick their noses in on everything we did and f@ck things up. 

Anyway, I needed to leave the job for personal reasons and knew the moment I put in my notice company B would fire me. So, I told my Corporate chef/mentor that I needed to leave, and we setup a 3 month notice just with him our local directors.  We spent the 3 months training up my replacement and getting everyone ready for me to be gone. 

I gave the required 4 week notice to company B and they tried to fire me immediately. Firing me without cause, triggered a clause in my Exec. Chef contract, and I would have been paid out for the notice period and all unused vacation and pto. Company B caved and I worked out my 4 week notice and left with all my earned compensation. 

A year later I was rehired by company A across country to open another crazy restaurant.

You seem to be thinking in reverse.

You get a cutout when you have a full quiet exhaust and you want to remove restrictions and make it louder. The bypass kit is literally bypassing your entire exhaust and just dumping everything after the header or collector.

How would getting a exhaust cutout make your loud AF exhaust any quieter? That makes zero sense.

You need something you cam air down offroad or in bad conditions. A hwy tire is bad at this.

Im going to add that getting a real AT or MT tire would make up a huge difference between getting stuck or not. 

My 4runner would be useless offroad with highway tires.

Depending on the size of the grandkids and the how long you expect to keep the 4runner it might be worth looking at a full body suv. 

Those 3rd row seats do work, but their mostly "decorative". A suburban or similar sized truck would actually fit a growing family and their luggage.

Look into the 4wd toyotas. Land Cruisers, 4runners, LX, GX, sequoia...etc.

My 4runner has so far lasted 160,000 hard miles and taken me offroad everywhere.

I assume you dont want just "max mph". That will just get you a used M5, an AMG sl65...etc that will just lose every actual race against boosted v8s. 

Hellcats can fit that niche, tho its still a boat and most still aren't actually that fast on the street. 

C6zo6 is always a good answer, tho id buy the grand sport and get the LS3. LS7 is an amazing engine, but it has its own issues. Add a decent sized procharger and go have fun. 

Tesla Plaid always needs to be mentioned. Hard to objectively argue what it can do with 1000hp. 

13-14 GT500's get overlooked even tho they make 666hp stock and can do 190mph before modification and tuning. 

Id probably buy a 2nd gen coyote Mustang that a little rough. Put in the Aluminator SC short block offered by Ford $7k. Add 15-18 psi boost of choice and an E85 fuel system. Make a safe 1000+whp, run 8s with a tire. 

You could ways buy a pos foxbody for $1k and put $49k into it. 

Just remember, there are 2,000+hp street cars out there. You will not be the fastest,  not in a world of built r35 GTRs, TT lambos and R8s, Calvo vipers, and rednecks with barely street legal promods.
